FIVB Constitution and Regulations
The FIVB has its seat in Lausanne, Switzerland and is organised in the legal form of a not-for-profit association. Through its governing institutions such as the Congress and the Board of Administration, the FIVB has established a legal framework which applies to volleyball activities globally. The FIVB Constitution is the supreme legal text of FIVB and any amendments thereto fall within the exclusive authority of the Congress.
The latest edition of the FIVB Constitution was approved by the Congress held in Cancun, Mexico on 15-16 November 2018.

* On 7 April 2016, the FIVB Board of Administration decided to split the FIVB Sports Regulations into two set of rules, namely the Event Regulations and the Sports Regulations. The FIVB Tribunal and FIVB agent Regulations have been incorporated in and are now an integral part of the FIVB Sports Regulations.
FIVB Judicial Bodies
Article 2.7 of the FIVB Constitution (ed. 2014) provides for the creation of four (4) judicial bodies:
Disciplinary Panel
Decides on alleged violations of the FIVB Constitution and Regulations. In the event of an anti-doping rule violation, a member appointed by the Medical Commission also participates in the Disciplinary Panel.

Appeals Panel
Decides appeals filed by an affected party against decisions of FIVB bodies (e.g. the President, the Board of Administration, the Disciplinary Panel etc). Appeals procedures are set out in the FIVB Disciplinary Regulations.

Ethics Panel
Examines possible violations of FIVB's rules on Ethics (see Disciplinary Regulations) and proposes sanctions to the FIVB Board of Administration or to the FIVB Congress.

FIVB Tribunal
Decides on financial disputes of an international dimension between players/coaches/clubs (as well as coaches/NFs) either (a) reviewing a decision taken by the FIVB/Confederation in accordance with the Sports Regulations or (b) directly, upon referral of a case by the FIVB/Confederation.

Financial Disputes
Procedure
Article 18.1 of the FIVB Sports Regulations provides that a volleyball club, player, an FIVB License agent or coach may file a complaint before the FIVB in order to resolve a financial dispute of international dimension. The same procedure may also apply to a financial dispute between a national federation and a coach.
As of 1 November 2013, the procedure is free of charge save for a handling fee of :
- FIVB Cases CHF 500
- CEV Cases EUR 400

Note: The FIVB Sports Regulations entered into force during the 2012/13 season. Consequently, only cases which arose during the 2012/13 season (or later) are admissible as Financial Disputes under the procedure of Art. 18.1 of the FIVB Sports Regulations. Contractual violations relating to previous seasons may, depending on their circumstances, fall under the scope of Art. 6.10.2 of the FIVB Sports Regulations.
The FIVB Agent Regulations (now incorporated into the FIVB Sports Regulations) enter into force during the 2014/15 season. Consequently, only cases which arose during the 2014/15 season (or later) are admissible as Financial Disputes under the procedure of Art. 18.1 of the FIVB Sports Regulations.

Application to change of Federation of Origin
Applications must be received by the FIVB by no later than 24 May 2020 in order to be considered by the FIVB Executive Committee at its next meeting.
