HOW NATIONAL FEDERATIONS ACCESS INTERNATIONAL CENTRES OF EXCELLENCE
National Federations can apply for FIVB support to organise training camps at recognised International Centres of Excellence through the Volleyball Empowerment programme.
Support is application-based and linked to:
- Competition preparation
- Development objectives
- Availability and suitability of the selected International Centre of Excellence
Application Process for National Federations
- Prepare a Training Camp Plan: National Federations define their training objectives, competition focus, team composition (players and staff), proposed dates, and expected outcomes, in line with their seasonal or Olympic-cycle planning.
- Submit an Application via the Volleyball Empowerment Platform: The complete application, including the training plan and proposed budget, is submitted through the Volleyball Empowerment platform
- Application Review and Approval: FIVB reviews the application based on eligibility, alignment with sport objectives, and feasibility. Approved projects move to the implementation phase
- NF-ICoE Coordination Supported by FIVB: FIVB supports the coordination between the National Federation and the selected International Centre of Excellence, acting as an intermediary to facilitate planning, logistics, and alignment
- Implementation of the Training Camp: The National Federation conducts the training camp at the selected International Centre of Excellence in accordance with the approved plan.
- Reporting, Monitoring, and Impact Assessment: Following the training camp, the National Federation submits a short report outlining activities delivered, key outcomes, and the impact of the project on team preparation and performance
ICoE SUPPORT PATHWAY FOR NATIONAL FEDERATIONS

Monthly Application Cycle
National Federations may submit applications throughout the year through the Volleyball Empowerment Platform. There are no fixed submission deadlines, allowing teams to plan training activities with flexibility. Applications are processed on a rolling monthly cycle. After submission, each proposal is reviewed during the following month, when FIVB conducts the technical evaluation and finalises the necessary contractual arrangements. Once approved, the project moves to the implementation phase in the subsequent month, when the official start date is issued and the training camp can take place at the selected International Centre of Excellence. This structured cycle ensures a clear and predictable process from application to training camp delivery.

ICoE APPLICATION GUIDELINES
As a general policy, each National Federation may receive support for up to four (4) ICoE training camp projects per calendar year, with a maximum of one project per category:
