Athletes’ Relief Support Fund

General Information

The FIVB Athletes’ Relief Support fund is an initiative

created by the FIVB President Ary S. Graça F° and FIVB Athletes' Commission, 

providing short-term support to professional beach volleyball & volleyball players

with short-term support for basic needs on a case by case basis during the COVID-19 pandemic

 

Applications can be submitted online in a two-phase process by players who can demonstrate they are in financial hardship and have exhausted other options for support:

 

1. Basic needs support 

  • It aims to financially support players in need of basic necessities and is not meant to replace loss of earnings or other types of support. Prioritised Basic needs are food, family care, housing and utilities. However, your application is not limited to these, and other living expenses will be considered. 

During the application process, players may also take the opportunity to register their need for assistance in the following two categories:

2. Short-term assistance (beach volleyball players only) 

  • Beach volleyball players can register for the following short-term assistance for their team, such as:
    Coaching : Coaching support (including salary, travel, accommodation etc.)
    Training :
    Training support (including training Facilities , Trainers etc.)
    Participating in the first Series of Tournaments :
    support for a maximum of three events when the Tour resumes (including approximate costs for travel, accommodation, food, etc.)
3. Assistance for recent critical medical procedure (volleyball & beach volleyball players):
 
Volleyball and beach volleyball players can register for assistance in the case of a recent critical medical procedure by submitting copy of their Medical Certificate. The following information is required: 
  • Athlete’s Name 
  • Date on which the examination took place; 
  • Date on which the certificate was issued; 
  • Name and address of the medical practitioner issuing the certificate; 
  • The medical practitioner’s practicing medical number; 
  • Date(s) on which the player is or was unfit for attendance to play; 
  • Supplementary explanations of assistance to the patient in obtaining the appropriate leave especially where there is a discrepancy between the period for which the certificate is issued and the date of the certificate.

1. I am a volleyball player; how do I know if I am eligible to apply for the FIVB Athletes’ Relief Support fund?

Answer: Volleyball players are eligible provided they meet the following requirements

  • Applicants must not have had an anti-doping rule violation since 1 January 2018.
  • Applicant has represented his/her National Team or a volleyball club at the following FIVB volleyball competition(s) in 2018 and/or 2019 with a minimum of 2 competition participations on their team’s final roster;

          - FIVB Volleyball Nations League 2018 & 2019

          - FIVB Volleyball Challenger Cup 2018 & 2019

          - FIVB Volleyball World Championships 2018

         - FIVB Volleyball World Cup 2019

         - FIVB Volleyball Club Championships 2018 & 2019

         - FIVB Tokyo Volleyball Qualification 2019

 National Team representation is defined as enrolled on the shortlist /final roster.
  • Applicants must not currently be suspended from competitions or be under any other sanctions.
  • Applicant’s income meets the Income Threshold Guide for a Players Revenue received in the last 12 months (refer to Question 6).
  • Application(s) related to financial disputes under a current International Transfer Certificate (ITC) will not be considered:
  • In case of a financial dispute, the player must follow the financial disputes’ process. More information on this can be found here.  

2. I am a beach volleyball player; how do I know if I am eligible to apply for the FIVB Athletes’ Relief Support fund?

Answer: Beach volleyball players are eligible providing they meet the following requirements:

  • Applicants must not have had an anti-doping rule violation since 1 January 2018.
  • Applicants must not currently be suspended from competitions or have any current sanctions.
  • Applicant has demonstrated his/her commitment to the FIVB Beach Volleyball World Tour by participating in a minimum of nine events during the 2018-2019 season.
  • Applicant can demonstrate a case of a recent critical medical procedure for a beach volleyball player during the 2019-2020 season (injury withdrawal, maternity leave and/or other special cases) preventing him or her from playing in FIVB Beach Volleyball World Tour events in which his or her return or foreseen return to play on the FIVB Beach
  • Volleyball World Tour was prevented due to the COVID-19 pandemic, the FIVB will recognise her/his withdrawal as an event participation..
  • Applicant’s income meets the Income Threshold Guide for a Players Revenue received in the last 12 months (refer to Question 6)
 

3. I am a snow volleyball player; how do I know if I am eligible to apply for the FIVB Athletes’ Relief Support fund?

 Answer: Currently, snow volleyball players are not eligible for support. 

4. How do I apply?

Answer: There will be a two-phase process for applicants to register for support.

Phase I - Initial Application (closes Tuesday 23rd June 2020)

Phase II - Verification and Finalisation, applicants who are invited to Phase II will be required to provide more detailed information and documentation to support the information provided in Phase I.

Once a player is confident that they meet the eligibility requirements, they may go online and register their need for support. 
Phase I – Initial Application / Pre-selection
 
Initial information required in Phase I is
  • Register the discipline that you play
  • Register for type of support you need
  • Player name and contact details
  • City & country of residence 
  • FIVB VIS number (player number)
  • Revenue received in the past 12 months and source(s) of revenue
  • Incurred expenditure in the past 12 months and other expenditure 
  • Description of other means and type of support you have explored
  • Description of how you would use the basic needs support if successful
  • Short-term Team support - beach volleyball Players 
  • Assistance for a recent critical medical procedure 
     

Phase II – Verification and Finalisation.

Applicants who are invited to Phase II will be required to provide more detailed information and documentation to support the information provided in Phase I.

For Basic needs:

  • Copy of passport
  • Proof of city and country of residence address
  • Provide detailed financial records of income and expenses from the past 12 months
  • Proof of city and country of residence address
  • Additional information as requested by the Task Force

For short-term assistance is available for beach volleyball teams – refer Question 10.

  • Provide supporting documentation for Support Staff and budget needs
  • Provide supporting documentation for Training Plan and budget needs
  • Provide supporting documentation for Competition Plan and budget needs

For assistance is available for players who have recently undergone a critical medical procedure

  • Copy of medical certificate

  Please note that all applicants will receive a PDF copy of their application to the email address as per their application.

5. Who will process my application?

Answer: Applications will be processed by a Task Force composed of the FIVB Athletes’ Commission members, the FIVB leadership and the FIVB Team (staff).

6. Do I need to have a specific income in order to be eligible?

Answer: Yes. The table below is to provide applicants with a guide as to whether they would be eligible to request support for basic needs.

7. How will I know if my application is successful or not? 

Answer: 

The Task Force will notify by email:

  • Applicants who meet the requirements of Phase I, will be invited to Phase II and may be requested to provide more detailed information.

    - Phase II approved applicants will be notified via email with details of the next steps of the process and the requirements of the Applicant.
  • Applicants who did not meet the requirements of Phase I will be notified by email.
  • Applicants will receive an email to inform them of the outcome of the Phase II assessment process.
  • Applicants who are invited to phase II will be required to provide more detailed information and documentation namely evidencing the information provided in Phase I.

          - Phase II approved applicants will be notified via email with details of the next steps.

          - Unsuccessful Phase II applicants will be notified by email.

8. What are the criteria used to evaluate the application?

Answer: The Task Force will evaluate each application using the following principles:

  • To determine applications that demonstrate a case of financial hardship and that the applicant has exhausted other options for support. 
  • To assess only those applications that meet the eligibility requirements.
  • To determine the level of assistance on a case by case basis.
  • To consider the city and country of residence of the applicant and average monthly wage and cost of living index. 
  • To consider other types of support (revenue and expenses declared by applicants may be considered at the discretion of the Task Force).
     
 

9. What will successful applicants for the FIVB Athletes’ Relief Support fund be required to provide?

Answer: 

  • Provide a report on the use and impact of the relief support using an FIVB online reporting tool.
  • FIVB encourage Players to publish social media post(s), including images, videos and quotes where appropriate, which may be requested by the FIVB to recognise and share how the relief support is used.
  • Eligible for a one-off payment directly into their bank account (bank account details as shown on their FIVB VIS profile – please refer to question 12 in this regard). Applicants are responsible for having the correct bank account details in their FIVB VIS profile and  a failure to do so may result in the support being delayed. The Applicant is responsible for any bank fees imposed by his or her bank as well as any potential additional fees caused by a failure to update his or her bank account information before the initiation of the bank transfer by the FIVB. 
     
 

10. What short-term assistance is available for beach volleyball teams?

Answer: Beach volleyball players can register their need for short-term assistance within the following categories for their team:

  • Coaching: coaching support (including salary, travel, accommodation etc.).
  • Training: training support (including training facilities, support staff e.g. trainers, sport massage, physiotherapy etc.).
  • Event participation: participating in the first series of tournament (support related to maximum 3 events when tour resumes, including approximate expenses for travel, accommodation, food etc.)

 

11. Can I register for critical medical procedure assistance?

Answer: Yes, Volleyball and beach volleyball players can register for assistance in the case of a recent critical medical procedure.

 

12. What can I do to make sure that the process is as quick and easy as possible?

Answer: The following information will assist processing of your application:

13. How can I update my FIVB Player Profile on VIS?

14. What can I do if I have forgotten my VIS Number?

15. Can I save my application and continue later?

Answer: Yes, applicants are able to save applications and continue them at a later date or time (by clicking the option on the toolbar positioned on the top right of the screen)

  • Note that once your application is completed and submitted, you will not be able to change the application
  • In the case that you have submitted and completed an application which you wish to amend, modify or delete, then you should submit a second application and email the FIVB Task Force at athletesreliefsupport@fivb.com  
  • Please note that players will receive a PDF copy of their application to the email address provided in the application

16. Which documents will need to be uploaded during application process? 

Answer: No document will be required during Phase I application process 

Applicants who are invited to Phase II, will be required to provide following supporting documents at the request of the Task Force: 

Phase II

  • Player Information

          - Passport copy

  • Basic Needs

          - Supporting documentation

              - Evidence of current and past revenue & expenditure records in last 12 months

              - Explanation and evidence of basic needs, training and competition arrangements

         - Evidence of exploring a diverse range of additional support/income such as:

             - Salary, allowance or allocation/grant

             - Earnings as a professional player

             - Government support – social security/welfare 

             - Volleyball Family support – Continental Confederation, National Federation, clubs and others

             - Sponsors and partners

             - Support from National Olympic Committee 

             - Others Sources you have explored to get assistance

  • Explanation of the impact of COVID-19 with supporting comments by the applicant
  • Proof of residence (e.g. utility bill, phone bill, bank statement, work permit)

Register need for short-term assistance for coaching and training

  • Supporting documentation

          - Evidence of current and past revenue and expenditure records

          - Copy of annual training and competition plan of your team & budget

          - Explanation of the impact of COVID-19 with supporting comments by the applicant

Register need for short term assistance for undergoing a recent critical medical procedure
  • Volleyball and beach volleyball players can register for assistance in the case of a recent critical medical procedure by submitting copy of their Medical Certificate. 
     

17. How many applications can I submit? 

Answer: Only one application completed in full per player will be considered.

18. How will my data be treated? 

Answer:

  • The FIVB has taken all the necessary steps to ensure that the Athletes Relief Support fund complies with the applicable legislation on data protection, including with regards to the confidentiality by which the members of the Task Force are bound. 
  • Data from your application:
  1. will be stored securely within the FIVB server;
  2. will not be accessible to any third parties;
  3. will only be accessible to the internal FIVB Team and FIVB Athletes’ Commission members who are part of the Task Force; (Task Force composed of the FIVB Athletes’ Commission members, the FIVB leadership and the FIVB Team);
  4. will not be shared by email;
  5. FIVB will delete all applicants’ data after completion of Athletes’ relief support fund. 

Please also note the following:

  • Any data relating to a player's application for support under this project may be stored for the period allowable under the relevant data protection laws. The FIVB will keep financial information and other data provided in each player’s application strictly confidential
  • The Task Force will contact your Federation of Origin to obtain a confirmation applicant is of good standing.
  • Continental Confederations of a successful applicant(s) may receive a summary report which will show the total amount of relief support and total number of applicants (names will not be released)
  • SurveyGizmo LLC, as the provider for the platform for the application process, meets the data protection and privacy requirements by which the FIVB is bound and imposed by Swiss law and the European General Data Protection Regulation.

19. Can I withdraw my application?

Answer: 
Applications will be withdrawn at your request. Please send an email to athletesreliefsupport@fivb.com  

20. What privacy policy is applicable to my application for Athletes’ Relief Support?

Answer: 

FIVB Athletes’ Commission members, the FIVB leadership and the FIVB Team (staff).The personal data provided by you will only be processed by FIVB to the extent necessary for duly conducting and fairly monitoring the FIVB Athletes' Relief Support programme for which you are herewith applying to. The processing of data is governed by Swiss law and as necessary by the GDPR. In particular, the legal basis for such processing of your data is Article 6 para. 1 a), b) and f) GDPR with respect to the storage of your data in the interest of monitoring the fair distribution of the support.
