STRATEGIC OVERVIEW
OBJECTIVE
The FIVB International Centres of Excellence (ICoE) initiative is introduced under Strategic Vision 2032 – Pillar 10 to strengthen the global high-performance and long-term development ecosystem of volleyball.
The FIVB has created International Centres of Excellence worldwide in partnership with National Federations.
The global CoE network is structured into two tiers: High-Performance International Training Centres (HPITC) for elite national teams, and International Training Centres (ITC) supporting development, education, and regional programmes.
From 1 April 2026, National Federations may apply through the Volleyball Empowerment 2.0 to access FIVB support for national team training camps at recognised International Centres of Excellence
FIVB International Centres of Excellence
The FIVB International Centres of Excellence (ICoE) programme is a global network of high-quality volleyball training facilities recognised by FIVB.
The programme aims to provide National Federations and athletes with access to structured, professional, and performance-oriented training environments, supporting both elite performance and long-term development.
All Centres of Excellence meet FIVB standards and are part of the same global network.
Within this network, centres are recognised at two different levels, based on their infrastructure, services, and operational capacity.
Two Levels of International Centres of Excellence
Tier 1: High-Performance International Training Centre (HPITC)
These are the most advanced centres in the network. They offer a full high-performance ecosystem, including:
- Elite indoor and/or beach volleyball facilities
- Sports science, medical, recovery, and nutrition services
- On-site or nearby accommodation for athletes and staff
- Education facilities and knowledge-transfer programmes
- Capacity to host senior national teams preparing for major international competitions
HPITCs are designed for top-level national teams and high-performance projects.
Tier 2: International Training Centre (ITC)
These centres provide a strong and professional training environment, focused on:
- National and regional athlete development
- Coach education and certification programmes
- Youth, grassroots, and talent development activities
- National team preparation at a developmental or regional level
ITCs may have more limited services than HPITCs but still meet FIVB quality standards and play a key role in the global volleyball ecosystem.

- To create clear standards for volleyball training facilities worldwide
- To increase access to quality training environments for National Federations
- To move towards performance-based and project-based support
- To strengthen cooperation between FIVB, National Federations, and training centres

This timeline outlines the rollout of the FIVB International Centres of Excellence (ICoE) framework under FIVB Strategic Vision 2032.
Following Board of Administration approval in December 2025, the global ICoE network—comprising High-Performance International Training Centres (HPITC) and International Training Centres (ITC).
From 1 April 2026, National Federations may apply for FIVB Training Camp Support under Volleyball Empowerment 2.0 to organise national team camps at recognised Centres of Excellence, with ongoing monitoring and progressive expansion of the global network.
